Stable Channel Update for Chrome OS

The Stable channel has been updated to 31.0.1650.61 (Platform version: 4731.73.0) for all Chrome OS devices except Acer C7, the HP Chromebook 11 and the HP Pavilion Chromebook. This build contains a number of bug fixes, security updates and feature enhancements.

Some highlights of these changes are:
- You can now put the Shelf on the bottom, left, and right side
- The launcher icon, app icons and status tray got an overhaul to improve touchability
- We moved the launcher icon to the bottom left so it keeps a constant position
- Your profile picture preference is now synced if you use a Chrome OS avatar or Google+ profile picture
- We redesigned the look and feel of the help experience to make it visually rich and interactive
- Enabled initial support for USB-based Braille displays
- Updated design for Feedback page
- Translate related settings have been integrated into the languages options
